It's called the BOSS SE-70 effectprocessor. Use any searchengine for specifications, or look for userreviews on Sonicstate or Harmonycentral.
It's a cute little effectprocessor, a little noisy tho. And yes, you can use it as a vocoder as well.

it's not that noisy, it's nice and small (half rack),
and it can do a wide range of effects, from the
normal to the strange.... true stereo,
it does have not one but two nice vocoders.
i love mine.
